SI Prefix multipliers, keyed by the members of the IfcSIPrefix EXPRESS
enumeration — that enumeration is the authority for which prefixes a unit
can carry, so a reader that knows only a subset silently reports the base
unit and is wrong by the missing prefix's own factor.
Exported for the same reason as CONVERSION_BASED_UNIT_FACTORS: the
georeferencing extractor resolves an IfcProjectedCRS MapUnit through the
SAME table this one uses for the project length unit. It previously carried
a private four-entry copy (MILLI/CENTI/DECI/KILO), so a MapUnit in any
other prefix read back as plain metres.
