System prompt v1 of the IDS agent (06-ai-agent.md §6).
This file is the prompt. It is versioned: change the text only together
with SYSTEM_PROMPT_VERSION, and attach the P-08 eval report for the new
version to the PR (06-ai-agent.md §9 ship gate). Facts live in tools, not
here: the prompt names no IFC entity, property set or property (pitch
no-go), and teaches how IDS and IFC are organised instead.
The base text and the mode texts are frozen strings, so the request prefix
(tools → system) is byte-stable and stays cached across turns and runs.
