The "normal coordinate" ceiling, in metres: 10 km, a generous campus/site.
Two separate rules are keyed off it, and they must stay the same number:
CoordinateHandler uses it as the validation threshold once WASM RTC has
already shifted the model, and the viewer uses it as a per-vertex corruption
filter when computing bounds to fit the camera to (a vertex further than this
from its local origin is unshifted or garbage, and would blow the fit box out
so the model renders as a speck).
Exported because the viewer used to carry three unlinked copies of the
literal (localParsingUtils, viewportUtils, useGeometryStreaming), two of
them documented as "matches CoordinateHandler's NORMAL_COORD_THRESHOLD" with
nothing enforcing it. Raising all three to 250 km left the entire viewer suite
(5751 tests) green, so the agreement was prose only. Import this rather than
writing 10000 again.
Until #4611 the class below read a private THRESHOLD = 10000 instead, and
the viewer's map-absolute radius held a third copy. Both now read this one.
