    Every tag id that currently exists, for modelTag rule resolution (plan: a rule naming a since-deleted tag is UNRESOLVED, never silently broad). Omit when the caller has no tag concept (e.g. the CLI).

    models: readonly EvaluatorModel[]

    Every currently-loaded model as the evaluator sees it (#5138 PR 7a: the caller — the viewer's evaluatorModelsFromState or the CLI's loadModelForDelivery — builds this list; the engine no longer knows about a "model tag state" shape).
