Never a local model id. Both lists are OR-ed; empty/absent = every loaded model.

model.sourceFingerprint values (= EvaluatorModel.filterIdentity, what ModelRule.values already match on).

modelTagIds?: string[]

ModelTagRule.tagIds (#4215). Unresolved ids match nothing, never "all".
