    IFC measure dataType (e.g. "IFCLENGTHMEASURE") this value was scaled against at write time, when the caller knows one (e.g. the IDS correction dialog, which resolves it from the existing property or the IDS facet, #3929/#3943). A read-side overlay that needs to convert this value into a different unit frame — see @ifc-lite/ids/bridge's PropertyOverride.dataType — has nowhere else to read it from, since this is the frame boundary between the two packages.
