networkGrants builds bim.network's schema fresh per sandbox (unlike
every other namespace, which is a static entry in NAMESPACE_SCHEMAS):
the allow-list it closes over is the actual network.fetch:<host>
grants for the running graph, not something a static table can hold.
Passing none is the same as passing an empty grant list — every host is
refused, which matches the network permission defaulting to false.
