The inverse of what resolveEffectivePropertySets applies to an
override: convert a base-SI value (an IDS literal, or a correction typed to
satisfy one) into the raw frame psetName.propName on expressId is
stored in — the property's own Unit when it declares one, else the
project unit for dataType (or, when omitted, the property's own
dataType). A property the entity does not carry yet takes the project
unit, matching how a created override is read back. So does an entry a
correction cannot edit in place (#7542): every quantity, and every entry
the entity inherits from its type. The viewer writes that correction as a
new property with no unit (see collectAllPropertySets).
