Rounded to 9 decimals to absorb the float noise the division introduces

Takes only { lengthUnitScale } rather than a full SpatialAnchor so
narrower anchor shapes (e.g. drawing-markup.ts's MarkupAnchor, which
has no bodyContextId/axisContextId/storeyId — markup geometry has no
use for them) can share this one conversion instead of re-implementing it.
