The model identity a .rules.json rule set's targets.modelFingerprints
is matched against (#5138): ${name}:${hex}, exactly what the viewer
stores as FederatedModel.sourceFingerprint (useIfcLoader.ts builds
modelSourceIdentity this way). ONE definition, because the viewer, the
CLI (ifc-lite check, delivery) and the MCP check_rules tool must all
spell it the same or a rule set authored in one silently matches nothing
in the others. bytes are the POST-unwrap bytes (an .ifcZIP is
fingerprinted by the STEP it contains, as the viewer does).
